The event

On 29 July 2023, Tropical Storm Khanun entered the Philippine Area of Responsibility (PAR) and was named Falcon.

On 30 July 2023, Falcon intensified and became a typhoon. As Falcon intensified while moving north-northwestward over the Philippine Sea, the southwest monsoon, enhanced by Typhoon Falcon, brought occasional monsoon rains over the western portion of Luzon and Visayas (DSWD DROMIC Report #14 Relief Web).

Falcon now a typhoon, but no storm signals likely to be raised. July 30, 2023 – 11:18 PM

To respond to affected communities, the Philippine Government deployed its Emergency Response Teams, while the Philippine Disaster Resilient Foundation(PDRF), through its Emergency Operations Center (EOC), supported the government's response by coordinating private sector efforts.

As a result of its location on the Pacific Ring of Fire and along the Pacific typhoon belt, the Philippines is subject to a variety of natural disasters, including typhoons, earthquakes, floods, volcanic eruptions, landslides, and fires. The devastation caused by Typhoon Haiyan in 2013 prompted the Philippines to strengthen its disaster management structures and resources by improving communication and institutionalizing roles and responsibilities for national and international players. More recent floods, typhoons, and landslides have seen improved communication and coordination, reducing the impact on lives and livelihoods.

The response

In the aftermath of Typhoon Falcon, which resulted in significant infrastructure damage and loss of life, the monday.com Emergency Response Team (ERT) was deployed. This support aimed to facilitate digital tools to the Philippine Disaster Resilience Foundation (PDRF) teams and provide comprehensive Emergency Operations Center (EOC) management solutions to assist in their operations.

During times of disaster, PDRF mobilizes its national EOC to coordinate response efforts. The EOC handles various tasks such as monitoring extreme weather events, facilitating assessments, managing logistics and supplies, and providing regular reports to partners and stakeholders, that support their decision-making in preparing their businesses for possible impacts.

PDRF is the major coordinator of private sector efforts in disaster risk reduction, management, and resiliency building in the Philippines. PDRF aims to build disaster-resilient communities and businesses through private sector engagement. During disaster response, the PDRF Emergency Operations Center coordinates the efforts of its member companies and ensures that the needs of vulnerable populations are addressed.

In order to streamline and enhance the operations of PDRF, a range of cutting-edge solutions have been developed for EOC management. These solutions have proven to be invaluable assets in effectively responding to and managing hazards and disaster situations.

  • A full EOC management tool was created to streamline coordination between the government's EOC and PDRF's EOC, ensuring seamless communication and collaboration.
  • A needs assessment tool was developed as a data collection tool, allowing the PDRF to quickly gather essential information during disaster situations.
  • For logistical supply management, a specific tool was created to help monitor and track supplies throughout the supply chain.
  • A reporting tool was designed to generate real-time situational reports that could be shared with partners, donors, and stakeholders.

The impact

With these innovative solutions in place, PDRF can now respond to emergencies with greater efficiency, effectiveness, and coordination, ultimately contributing to the timely recovery and resilience of affected communities.

The development of these tools for EOC management marks a significant step forward in supporting the organization's critical operations.

In the face of disasters like Typhoon Falcon, having efficient systems in place is crucial for effective response and recovery efforts. These tools not only enhance the capabilities of PDRF but also contribute to the overall resilience and safety of communities in the face of adversity. As the world continues to face various challenges, the development of such innovative tools set the foundation for improved disaster response and management in the future.
